| | | The article analyzes institutional changes in the field of tourism in the Russian Federation and EU countries, examines the key determinants of effectiveness of the institutional environment in the tourism industry and proposes a comparative assessment of the results of institutional changes in the industry. The author provides a comprehensive comparison of multidirectional vectors of tourism development in the context of different institutional models — integration (EU) and nationally oriented (Russia) and shows that the high efficiency of the EU tourism sector is directly related to legislation harmonization, development of public-private partnership mechanisms and integration of the principles of sustainable development into all levels of management. Russian tourism industry, while having significant potential, faces systemic barriers: fragmented regulation, high transaction costs and underfunded infrastructure.
