| | | The article examines the prospects for implementing cluster policy and contract manufacturing from the perspective of a network approach, which can be seen as a methodological basis for cluster policy in contract manufacturing of electronics. The author demonstrates that the coordination of the participants’ actions is based on equal interactions and general rules; the state is included in the network as a participant that creates various conditions — infrastructural, regulatory and educational. For contract manufacturing, the network model specifies the modularity of business processes, standardized interfaces and a unified digital environment, which ensure comparability of quality across different sites, reduce approval costs and speed up the delivery of products from specification to series. Implementation of the network approach faces data asymmetry, heterogeneity of standards and uncertainty in the distribution of rights to the results of intellectual activity.
