| | | The article analyzes the pitfalls, barriers and prospects for introducing the digital ruble in the institutional environment of Russia. Development and implementation of digital money as a form of national digital currency is one of the key areas of transformation of the Russian financial system, and the institutional environment predetermines the presence of stable barriers. Particular attention is given to the critical understanding of the role played by government institutions, the level of legal maturity, technological infrastructure and digital competence of the population in ensuring the sustainability of such a transformation. The authors show that the dominance of prescriptive management models, weak legal certainty, limited regulatory experiment and insufficient level of trust form an unfavorable institutional landscape, within which the digital ruble runs a risk of remaining a formally implemented but practically unclaimed instrument. Institutional modernization should reconsider the creation of feedback mechanisms, and most importantly, rethink the role of the state as a digital regulator not in the form of control, but in the form of partnership with society. | | Key words: digital ruble, digital money, institutional environment of Russia, institutional trap, digital regulator | | Pages: 62 - 65 |
