| | | The article analyzes the institutional transformation of the Russian model of public-private partnership between 2020 and 2024 with a focus on risk management and comparative effectiveness of infrastructure models. Based on 73 cases from 15 constituent entities of the Russian Federation, risks were classified by frequency, damage and priorities (including thermal matrix). The authors describe the industry-specific nature of hedging and conduct a cluster analysis of the Russian regions. Evaluation of effectiveness based on the criterion of comparative advantage showed that with mature institutions, the public-private partnership model provides a reduction in budget costs by 2–5%, while simultaneously ensuring a commercial profitability of private partners by 8–15%. | | Key words: public-private partnership, risk management, institutional adaptation, digitalization, ESG, cluster analysis | | Pages: 68 - 72 |
