Article - Problems of Modern Economics

Currently the public sector is at a stage when it must rethink all innovations in order to ensure a successful and comprehensive digital transformation that will be accepted by society. However, this thesis is contradicted by the widespread and deeply rooted model of bureaucracy in the public sector. The article presents a classification of risks or barriers that stand in the way of digitalization on a national scale. The author provides descriptions of risks and their characteristics, as well as specific examples from practice. Using a SWOT analysis, the article makes conclusions about the possibilities of the digital transformation process.
