| The article presents results of the research focusing on the housing sphere in the rural territories of Krasnoyarsk agglomeration, where the bulk of territories are rural settlements. The authors define and describe their state and analyze the existing norms regulating the low-rise housing construction in the Russian Federation. Abiding by these norms will guarantee the steady level of social servicing and housing comfort of rural dwellers. The low quality of the housing fund results from the absence of the unified standard, or regulation, meeting modern social and economic conditions with regards to already developed rural areas as well as to the development of the new ones.
