| The topical character of the problem discussed in the article results from the fact that currently, withing the context of existing linear economics, the possibilities for industrial waste management are virtually exhausted in many countries, including the European part of Russia. Therefore, one should search for new technological (and social) innovations that would support the implementation of transformational processes in resource saving and with regard to specificities in the development of fuel-and-energy complex in east of the Russian Federation.
